    The debt ceiling and letter carriers: Tuesday's debt ceiling agreement authorizes a two-stage, $2.1 trillion rise to the nation's debt ceiling that's balanced with about $2.5 trillion in spending cuts spread over the next decade. Postal employees' pensions and health benefits are fortunately off-limits in this first round of cuts in discretionary spending, though we will have to defend the continuation of six-day delivery during the appropriations process. But a second round of cuts could expose our fringe benefits to reductions, depending on the outcome of negotiations within the so-called "Super Congress." Stay informed! Check back for further updates—and NALC members, make sure you're signed up as a member of the NALC e-Activist Network.
    Preserve six-day delivery: The House Rules Committee has still not decided the fate of six-day mail delivery service. If you haven't done so yet, please click here to find your representative's Washington phone number, then call your rep's office and ask him or her to urge the Rules Committee to preserve the language contained in H.R. 2434 that protects six-day delivery.     NALC and USPS agree to new JARAP:The National Association of Letter Carriers has entered into a new Joint Alternate Route Adjustment Process (JARAP) with the United States Postal Service for 2011. More

    Obama, Rolando meet: NALC President Fredric V. Rolando, along with AFL-CIO President Richard Trumka and about a dozen labor leaders in all, met with President Barack Obama recently in the Roosevelt Room at the White House. They had a productive discussion about jobs and how to address the difficult times facing American workers. President Rolando had the opportunity to raise the issue of U.S. Postal Service finances and how to address the challenges facing the Postal Service and letter carriers.

    Cutting Saturdays would be a 'blunder': NALC President Fred Rolando testified Wednesday before a joint congressional committee hearing on the U.S. Postal Service's action plan for the future, which includes the possibility of cutting a day of mail delivery service each week. "We think this would be a blunder of the first order—saving very little money and risking the loss of much more revenue over time," he said. "At a time when the nation is suffering an acute jobs crisis, throwing another 80,000 decent jobs away in a moment of panic does not make sense." .


    How about two, then? Buried at the bottom of a piece in a recent edition of The Washington Post on PMG Jack Potter was this quote from his remarks at April's National Postal Forum in Nashville: "The value of going to four days—removing a second day—is even greater."


    A different standard?: Writing in the Friday, June 25 Washington Post, Economic Policy Institute senior adviser Tom Kiley notes that most companies do not pre-fund retiree health benefits at all, and yet USPS' "retiree health obligations are already 41 percent pre-funded, enough to cover all benefits through 2025." The Service "continues to cover all of its retiree health obligations on a pay-as-you-go basis," he says, asking: "Why should the Postal Service be held to a different standard than are other employers when it meets its current retiree health obligations every year?"     Potter says no need to cut Saturday service with funding fix: Confirming what the NALC has been saying, Postmaster General Potter told a Senate subcommittee March 18 that if USPS is repaid $75 billion it's been overcharged for the CSRS fund, USPS’ financial problems would ease dramatically and there would be no need to eliminate Saturday mail delivery. “You're saying if the $75 billion is found, you wouldn't have to cut the frequency of service?” asked Panel Chairman Dick Durbin (D-IL). Potter replied, “Right.” “We’ll have to look into that,” the senator said. Watch the testimony here (beginning at time mark 49:30). Fact sheets


    USPS examines 'Postal Future': On March 2, the Postal Service sponsored a conference in Washington called "Envisioning America's Postal Future" to kick off debate over alternative business models for the 21st century. NALC President Fred Rolando is advocating a "Last Mile" approach to reinventing the Service (as outlined in January's Postal Record). "Adding new services to take advantage of the unmatchable postal network and leveraging America's trust in letter carriers and the Postal Service is the key to the future," he said. "Eliminating Saturday delivery would be penny wise and pound foolish. It would simply drive more mailers away." In the short term, Congress must reform the unaffordable retiree health prefunding requirement placed on USPS in 2007 just as the Great Recession began. Over the long run, the Service and its stakeholders must be given freedom to innovate and meet the evolving needs of Americans and the economy. Rolando issued a press release that expressed NALC’s views on the Service’s proposals.     Rally for TSA workers: Led by President Rolando, NALC officers, members and staff joined hundreds of activists February 23 at AFL-CIO headquarters to demand collective bargaining rights for Transportation Security Officers who protect airline passengers from terrorist attacks. They were denied those rights by the Bush administration when the TSA was set up following the 9/11 attacks. The TSOs’ rights can be restored simply with an order from DHS Secretary Janet Napolitano.     Obama budget backs six-day delivery: President Obama’s fiscal 2011 budget proposal requires the continuation of six-day delivery by the Postal Service. The administration also promises to work with postal unions and other stakeholders to keep the Postal Service strong for years to come. In setting the amount for “revenue forgone” to cover the costs of free and reduced rate mail, the spending plan says payments will be made “provided that 6-day delivery and rural delivery of mail shall continue at not less than the 1983 level....” Looking to the future, the proposal, submitted to Congress on February 1, states, “The Administration will work with the Postal Service, its employee unions, the Congress, and other stakeholders to make sure the Postal Service (remains) a pillar of the American economy and a vital public resource through the current crisis and over the long haul.” Language in a separate section, however, proposes changes in the Federal Employees Compensation Act (FECA) that could be problematic. The NALC is investigating those proposals and will act to protect letter carriers’ interests. See the USPS section of the budget, with key sections highlighted, here.


    Postal privatization a “bad idea,” Obama says: In a citizen question-and-answer interview, President Obama said privatization of government services is “a bad idea most of the time”—and definitely a bad idea when it comes to the U.S. Postal Service. Private firms would love to cherry-pick profitable business from the USPS, he said, but “those companies would not want to provide universal service.” See the video here .     OIG bolsters case for prefunding reform: The Postal Service's Office of Inspector General has strengthened the case made by NALC over the past three years that the Office of Personnel Management badly miscalculated the postal surplus in the Civil Service Retirement Fund. A new special report issued by OIG’s investigative research unit shows USPS was overcharged by an astounding $75 billion for pension liabilities that should be paid for by the U.S. Treasury since they relate to service performed before USPS was created in 1971. This miscalculation means the onerous schedule of prefunding payments included in the Postal Accountability and Enhancement Act of 2006 is grossly inflated, since the Postal Service Retiree Health Fund was shortchanged by OPM when it transferred the postal surplus into the fund in 2007. “NALC is encouraged by the OIG’s findings since it confirms what we have been saying for years to Congress,” NALC President Fred Rolando said. “This report will help us make the case for fundamental reform.” Fact Sheet

    Persian Gulf Conflict Veterans Benefit Program



    The Pennsylvania Department of military and Veterans Affairs (DMVA) is accepting applications for the Persian Gulf Conflict Veterans Benefit Program. Any person who served in the U.S. Armed Forces, Reserve component of the Pennsylvania National Guard in the Persian Gulf Conflict during the period of August 31,1991 may be eligible. The program allows compensation to be paid to eligible service members as well as certain surviving relatives of deceased veterans.
    The deadline for applying is August 31, 2015. Details of this program are available on the DMVA website or by calling 1-866-458-9182.

    Awesome!! That is the best expression that I can use for what happened on Sunday night at Tip O'Leary's in Havertown. It never ceases to amaze me when the brothers/sisters of this branch come together when a Letter Carrier is in need. The turnout was overwhelming to say the least.

    Route Adjustment Update by Les Dillman, Branch 725 Director of Route Adjustment

    In my first year as District Lead of the Philadelphia District, my staff and I have worked diligently on behalf of the membership to ensure that your rights are upheld with regard to route adjustment. Remember that the goal of route adjustment is to get the routes adjusted as close to eight hours as possible. This is done in accordance with the rules set forth by the contract (more specifically handbook M-39 and any applicable other handbooks or agreements). We have managed to get some of the routes back that were taken out as a result of the FSS implementation (the union had no input in the FSS process). As a result, we are one of the only disticts in the country that are putting routes back into our offices. That only came with your help! I hope that you continue to ingest the process as we move forward and I thank you for all your understanding as we move forward. Let's be clear, I can only be successful with you and because of you. But never without you!

    The NALC reports: "The United States Postal Service declined to extend collective-bargaining negotiations with the National Association of Letter Carriers, triggering an impasse that will automatically send the matter to mediation under the auspices of the Federal Mediation and Conciliation Service.     I went to the benefit tonight for our brother Sasha Bradley. There was a great turnout. Karen, Steve and Michelle did a great job in such a short time putting it all together. The place was so packed that they spilled into the Bar area next door. Once again this Local has demonstrated their support for their own. Whatever problems some people have with the Union or this Local the one thing we can always count on is their generosity and support when one of us is in need. As I stated before I love your heart in these matters and know that if anything should happen to me or my family I know you will be there for me as well. Remember there but for the grace of God go I. It could be you or me next time. And by your actions you have demomstated that you know that very well.

    On January 4, 2012 we we received a record amount of page visits (hits,160) for one day. The following were also significant; On 1-8 we got 113 hits, on 1-11 we got 126, on 1-12 we got 129hits. That's great considering I have not had as much time as I would like to devote to the site. That means all credit goes to you! However, that now puts me in a tenuous situation.     U.S. Postal Service ranked tops (yes, you read that right) by Sean Reilly, Federal Times

    At the end of a dismal year for the U.S. Postal Service, let’s end on an upbeat note: For all its problems, the nation’s mail carrier is the best-performing among those of major developed countries.

    That’s the judgment of Oxford Strategic Consulting, a British firm that recently took a look at the operations of 19 national posts, including those of Great Britain, China, India and Japan. When it came to delivering letters and other mail, the U.S. Postal Service averaged almost 269,000 pieces per delivery employee last year, far ahead of.....

    You may have heard about the kids killed by a driver in Glenolden running away from the Police. These kid's families need our support to get them through this time. They need money to bury their children and to see that their other kids have some kind of Christmas. It isn't going to be a great one either way but we can all help it a little. It is tough to loose a loved one during the holidays but nothing can be tougher then loosing a child under any curcumstances. Especially around Christmas which is a child's greatest holiday. If you have a gift for a child between the ages of 9 and 14 that would be welcome as well. The Red Lantern on Oak Avenue in Glenolden well have a Christmas tree so you can put gifts fot these kids as well. Do what you can. As always you people have the greatest hearts in the world and I love you for that.

      $641 million: The price of disgruntled employees by Sean Reilly, Federal Times

      "Besides paying tens of billions of dollars each year in compensation, operations and overhead costs, the financially strapped U.S. Postal Service has another huge annual expense: hundreds of millions of dollars in settlements to disgruntled employees and former employees. This year, the Postal Service more than doubled its projections of "probable" liabilities related to employee grievances and lawsuits: $641 million, according to the agency's latest quarterly financial report."

      Don"t Make It Hard To Vote by Andy Kearney, Branch 725(ajkearney725@comcast.net)

      It is hard enough to encourage people to vote. I have worked along with others knocking on doors and making phone calls to get people to do so. Only about half do so for the Presidential election and much less for the others. Now, they want to make it even harder for those that actually do vote. We have to make it easier for people to vote like voting by mail and other efforts to get more people involved in who runs this Country.       We had a pretty good turnout for our rally today at Pat Meehan's office in Springfield. We had some APWU members from Philly and Carriers outside our branch show up as well. We probably had about 50 of our own members there as well. The weather was not that good but we make it through. When we delivered the signatures to Pat Meehan's office the woman was concerned about how wet we were. We told her we are Postal Workers and used to the weather. She just smiled and said I guess you are.

      President Obama deficit plans back ending Saturday mail by Ed O'Keefe

      "President Obama supports allowing the U.S. Postal Service to stop delivering mail on Saturdays and to start selling items other than stamps and shipping supplies at post offices nationwide, according to his deficit reduction proposals released Monday. The White House is also calling on Congress to return $7 billion that USPS paid into a federal retirement fund to the delivery service to help pay for other retirement and health-care costs. Obama's plans also would allow the Postal Service to raise stamp prices beyond the rate of inflation to better match the cost of delivery."

      I attended the meeting hopeful that I would be able to thank Congressman Meehan for co-sponsoring HR 1351 but also to express our concerns for his support in preserving 6 day delivery. As it turned out, I had the opportunity to ask the last question of the night. I did get the opportunity to thank the Congressman and I asked him if he would oppose any and all legislation which would reduce the level of delivery service to anything less than 6 days.       Postal Service financial rescue plan in works at White House by Ed O'Keefe, Washington Post
      "The White House is planning to present a financial rescue plan for the U.S. Postal Service in the coming weeks as part of a broader, $1.5 trillion deficit reduction package, it said Tuesday. In advance of those recommendations, the Obama administration is asking Congress to give the Postal Service a 90-day extension to pay mandatory annual retirement payments totaling about $5.5 billion. The delay should allow lawmakers, the Postal Service and the White House enough time "to carefully work through the details of a proposal," OPM Director John Berry told senators Tuesday."

      "The U.S. Postal Service, on the brink of bankruptcy, is facing two key deadlines in the coming weeks that could define its solvency and future ability to deliver the nation's mail.       "The U.S. Postal Service is launching a major review of up to 3,600 post offices across the country for possible closure as it shrinks its network in light of declining mail volume.       What he fails to mention, or does not know, is the Postal Service is strapped with a $5.5 billion bill each year for future retiree health benefits that no other company has to pay. They already have more money in the fund for many years to come.

      Two Branch 725 Members Become "Stars" In The postal Record

      Turn to page 27 of the July Postal Record. There you will find a picture given to me by Andrew Kearney of two great brothers from the Media Post Office. They will spend their weekend signing autographs, going to Postal Conventions, etc.(you know all the things that people "featured" in the Postal Record do). So when you see them, give them the the old letter carrier ribbing that we do on a daily basis. If nothing else, it will take our minds off of the reality of what we endure. Congrats brothers! The picture was chosen by national picked from among the many pictures that I submitted. But it took two men "hugging" to get in the magazine fellas. Hey guys, "what you do at the Media Post Office is your business(Not that there's anything wrong with it".

      JARAP: An Explaination by Rhonda Massari, Vice President, Branch 725
      .......The agreement also calls for a copy of each 3999 to be provided to the carrier within 3 days that a carrier is walked. The carrier has the opportunity to discuss the walk with the supervisor and challenge any deductions taken. No longer will carriers be asked to comment on walks that occurred previously without first seeing the office and street comments along with the actual times of delivery.

      NAPS Obtains Clarification from USPS on Pay-for-Performance Freeze by National Association Of Postal Supervisors (NAPS)

      NAPS requested clarification from Postal Headquarters regarding the announcement that Postal Service officer and executive compensation would be frozen, as it relates to the Postal Service’s pay-for-performance program. Postal Headquarters stated that the USPS Awards Program for employee recognition and incentive awards which includes monetary SPOT Awards, AVP Awards, etc. will be suspended until further notice. The pay-for-performance (PFP) program pertaining to field EAS is not subject to this suspension. Furthermore, NAPS pay agreement with the USPS regarding PFP expired on October 1, 2010. Therefore, at this time, NAPS is under no agreement with the USPS regarding PFP after FY2010.

      Postal Service cancels execs' bonuses, performance awards by Sean Reilly, Federal Times


      "The U.S. Postal Service has canceled bonuses and performance awards for executives, officers and other administrative employees, its chief human resources officer said Thursday. About 62,000 employees would have been eligible for the executive and administrative bonuses and other awards based on their work this year, Vegliante said."
