Dear Brothers/Sisters,

I believe that we have discussed this subject before, but the issue of Letter Carriers signing for their patrons mail has come up again. I cannot express it enough that YOU DO NOT SIGN FOR ANY MAIL THAT IS NOT FOR YOU. I understand that you are trying to help your patrons, but if you sign for a parcel and leave the parcel, and the patron states that they never received the parcel, then you are in trouble. You are going to be held responsible for the mail that you sign for.

Leave the notice and let the patron commend get their mail, or let them request a redelivery of the piece of mail.

Dear Brothers/Sisters,

The NALC has received from the USPS information concerning the issuing of traffic tickets based on images captured on digital cameras. When the USPS receives a ticket the installation head will be notified, and the installation head will review the records to determine the identity of the driver of the vehicle at the time of the violation. The name and current address of the driver will be provided to the proper authority.

To my knowledge there have been not issues involving this problem in our branch. Please obey all state and local traffic laws. Keep the door shut while driving.

Dear Brothers/Sisters,

For all of you who are FERS employees who are thinking about retirement in the near future, the cutoff for the FERS Unused Leave credit is changing. FERS employees who retired on or before December 31, 2014, you will receive 50% credit for your Unused Sick Leave. Employees who retire on January 1, 2014 will receive 100% credit for your Unused Sick Leave and your annuities will commence February 1, 2014.

Information about FERS Unused Sick Leave credits can be found in the National Defense Authorization Act Retirement Changes Benefits Administration Letter 10-101.

Dear Shop Stewards,

You may be approached by Management, at the beginning of each month to sign a form that states that the ODL is correct for the previous month. DO NOT SIGN ANYTHING. First, how are you going to know without looking at the TAC report. Then you would have to find out who worked on their own routes, who turned down the overtime, and many other reasons why you could not possible know every aspect of the overtime.

Dear Brother/Sister,

I am proud to announce that Chester Branch 277, has voted to merge with Branch 725. I would like to welcome all the members of Branch 277 to our branch. The merger vote was 31 to 10 in favor of the merger. I am looking forward to working with the executive board of Branch 277, for a smooth transition to Branch 725. the merger will not become official until it is approved by the NALC headquarters.

A vote will be taken at our Union meeting on September 4th at the Cheese Club, for the membership of Branch 725 to approve the merger.

The Postal Service has recognized that the overtime rate for the CCAs was incorrect. The adjustments were to be made in PP-17, but as usual the Postal Service had problems with the calculations. They have now informed the NALC that the adjustments will be made in PP-19 (September 13).

On Labor Day, Monday, September 2, 2013, the AFL-CIO will be holding a Labor Day Parade and Family Celebration. The parade will start at 9:30 am and will start at the Sheet Metal Workers Hall, located at 1301 S. Columbus Blvd.& Washington Ave. The parade will end a Penn's Landing, where there will be food and refreshments and live music. There will be games for the kids. If you are interested in attending this parade, please call (215)824-4800 and ask for Ed Morgan.

Brother/Sister,

During the course of the latest heat wave, a sister from the APWU, who works at the Clifton Heights Post Office, went out of her way to provide water and Gatorade to the Letter Carriers in this office. She used her own money and time to delivery the water to these Letter Carriers. Her name is Chris Athey. Chris stepped up when others, who should have stepped up failed to do so.

I and all the members of Branch 725, want to thank Chris for her compassion and thoughtfulness when it came to her fellow employees.

Dear Brother/Sister,

Applications for the NALC Leadership Academy are now being taken for the 2014 class. If you are interested in this program, you can find the applications on the NALC website(www.nalc.org). The program is designed to share the knowledge and experiences of Letter Carriers through out the country and to mentor the younger workers as to the workings not only of the Postal Service by also the workings of your union the NALC.

If you are serious about becoming a leader in the NALC, please sign up for this academy. All applications must be submit to the NALC Headquarters by August 31, 2013.

I hope that all our members take advantage of this opportunity to become a leader in the NALC.

Dear Brother/Sister,

As a result of a recent decision of the U.S. Supreme Court, the U.S. Office of Personnel Management has issued information detailing the changes and regulations relating to health care coverage. These changes in the regulations will create an opportunity for government employees and annuitants to elect coverage of their same-sex spouse under family plan options. As information becomes available those electing the health plan change would be immediate for some, and the health plan enrollee may elect to act within 60 days to add the spouse in coverage. Other FEHB health plan enrolles may consider making coverage changes during the regular open season period in the fall.

Dear Brother/Sister,

Last year legislation was passed to create a new program that allows Federal and Postal employees in some circumstances, to partial retire while they continue to work on a reduced schedule. OPM is required to issue regulations to implement the program. OPM has recently published the proposed regulations.

If you are interested in this program, you have a time period in which you can provide comments on the regulations prior to the finalization of the program. If you have any comments or ideas to submit to OPM please send your comments, etc. to the Business Agent's office before July 19, 2013. The business agents off phone number is 215-824-4826.The business agent will forward your comments and ideas to National Headquarters.

Some of the details: The program is completely voluntary. You must have been employed full-time basis for the previous three years. You must have reached the following age/ years-of-service combinations:

A. CSRS-55-30 or 60-20

B. FERS-MRA-30 or 60-20

Phased retirement consists of one half time work and one half retirement annuity

An employee can withdraw his/her application for the Phased Retirement at any point prior to the effective date, but not on or after the effective date. Once an employee starts then program, the employee can:

A. Voluntarily return to full-time employment, but only if the employing agency agrees

B. Elect to go to full retirement.

These are just some of the details that are required if you opt to get involved in the program. The program is not set in stone as of this memo, that is why the off of OPM are looking for suggestions from the employees who may be interested in the program. Remember the date to submit your comments and ideas is July 19, 2013.

Dear Brother/Sister,

On Friday, June 14, a fellow union brother Mike Schaffer of the Linwood/Marcus Hook Post Office lost all his possessions in a house fire. Mike and his wife and two young children lost almost everything. The family can use clothing for the children and Mike needs uniforms. They can also use donations from his Union brothers/sisters. As of now I do not have an address to send either clothes or money. As soon as I receive an address, I will forward the address to everyone.

When one of us is hurting we are all hurting. Send what you can.

The members of Branch 725, would like to congratulate Nick Palasch from the Villanova Post Office. Nick was delivering mail on his route when he smelt a strong odor of gas coming from one of his deliveries. He knocked on the door and when no one answered he called the gas company and they came and found a break in the gas line.

This is just another example of why all of our Letter Carriers play an important role in our communities. Thanks to Nick and all the Letter Carriers around the country who on a daily basis keep an eye on their Postal patrons.

Once again, thanks Nick for coming up big, and showing the American public how important the Letter Carriers are in this country.

Recently, the NALC and the USPS have agreed to how a CCA becomes eligible for uniform allowance. Upon completion of 90 work days or 120 calendar days of employment as a CCA, which ever comes first. CCAs who have previously satisfied the 90/120 day requirement become eligible when they begin their first CCA appointment. When A CCA becomes eligible for uniform allowance, funds must be approved through an EBuy submission by LOCAL MANAGEMENT. After approval, a Letter of Authorization form must be COMPLETED AND PROVIDED TO THE EMPLOYEE WITHING 14 DAYS. the CCA takes the completed form to an authorized vendor to purchase unifroms.

Wait till you read this memo sent out by the POOM Brenda Smith at the request of the District Manger Fallingstar:

Postmasters/OIC's

Per the District Manger's instructions to me this evening, 5/14/13, I am required to place disciplinary action on her desk for every infraction during the completion of a 4584 (Observation of Driving Practices). Per the District Manager's instructions, YOU MUST STAY WITH THE DRIVER UNTIL YOU FIND AN INFRACTION. The discipline must be faxed to me and to Mike Kulikowski in Labor relations. Please ensure compliance.

This office has sent this memo to all the congressmen in the Philadelphia district and to both the Senators offices. The gall of this Fallingstar to put this in writing is unbelievable. This is only the beginning of this office's attempt to get this out to as many people as possible. The business agent also has a copy of this memo.

Please spread the word. The Postmasters in the area are as pissed off as the Union is.

When you received your annual COLA notice you received in December of 2012, it stated that in the future the 1099 would only be available electronically. The NALC looked into this issue a d OPM has informed us that they will provide instructions on how to "opt-in" to receive the 1099R electronically. If you choose not to "opt-in" the 1099R will be mailed as they have been in the past.

Here we go again. The Eastern District has issued an edict stating that the Postmasters who are negotiating with you with regards to the LMOU, the Postmasters cannot sign off on the local agreement until it is sent to the district for their approval. You wonder why we are dealing with the Postmasters if they cannot sign off on the agreement.

If you come to an agreement and the Postmaster tells you that he/she has to send it to the district, have him/her sign a document and have a witness to the signing, that they must have it approved by the district. Brothers/ Sisters it never ends with these nitwits. Keep on fighting.

More stupid news from the Postal Service. It seems every week they come up with something that is more stupid then the last thing they came up with. The "flavor" of the week is that all accountable mail takes TWO minutes to render deliver. No where does the M-39 or the M-41, nor any other Postal manual state any time limit for the delivery of accountable mail or any other mail such as a parcel.

THE TIME FOR DELIVERY OF ACCOUNTABLE MAIL OR ANY OTHER MAIL IS WHAT IT TAKES YOU TO PERFORM THE FUNCTION IN A SAFE AND PROFRESSIONAL MANNER.

As usual the Postal Service has implemented the IMD cell phones before the "kinks" have been worked out. The batteries life does not have a large enough capacity to last the whole day. It also has "blackout" periods that cause you to wait on the scanner. Guess what? the Postal Service HOPES to update the software around JUNE or JULY to fix this problem. Meanwhile, they are busting our chops for extending your street times for 4 or 5 minutes. The GPS is on anytime the phone is on, but the Postal Service has no maps or reports to use to track the Letter Carrier. They will use it in the future to track the Letter Carrier.

First, I would like to thank all the members of Branch 725, that attended the rally on Sunday March 24th. It was a real nice turnout and the people brought alot of "juice" to the rally. We have to rember that the rally was just a small step in a long journey. there is plenty of work to do, especially in the halls of Congress. Like alot of the speakers said yesterday, the NALC will be heard.

Dear Brother/Sister,

This memo is to inform you that the Postal Service is now using the IVR in offices that are level 20 and above. The IVR is used when you will be calling the officeto inform them that you we be unable to report to work because of illness, injuries, personal emergencies and even community disasters. The process is able to accept voice and key pad selections. there is also a TTY line for the hearing imapaired. If the system has a problem picking up your voice, you will be able to use the key pad on your phone.

The Congressional Breakfast will be held on Wednesday May 8th. The breakfast will be at the Hyatt-Regency in Washington, D.C. If you are a contributor to the COLCPE you can come to the Breakfast. You can make reservations at the hotel for Tuesday May 7th. The branch will reimburse for the room and two days per diem and mileage. Remember you must be a contributor to COLCPE.

The flavor of the month. I have recieved numerous calls about having a medical note when you call in sick. First, Management cannot make a policy about everyone who calls in sick must bring a doctor's note. That is a violation of the ELM. Management can ask for medical documentation when you call in , but the must have "just cause" to ask. If they ask for a note, bring the note and then file a geievance for the co-pay.

Second, Management is making statements that the medical documentation must state that the person is "totally incapacitated". That statement is "totally" absurd. Have the doctor state that the "patient was unable to perform his/her duties as a letter carrier".

Starting April 1, 2013, the National Agreement has desingated as the start of negotiations for your LMOU i your office.The period runs from April 1st thru April 30th, and there is no time extensions.

First, the shop steward will send a letter to the Postmaster and telling them that the Union does not wish to open up the LMOU that you have now. Management will more than likely repond by stating that they will be opening the LMOU.

Second, Set up a team that will negotiating the LMOU, if Management opens up the LMOU. One person will be the chief spokesmen for the team and one will be the note taker at the table. any others can be a spokes person for the team.

Third, set up the ground rules, such as the time the talks will take place and who is on Management's team and where the talks are going to take place.

Make sure that you are prepared to move forward if indeed Management opens up the LMOU.

As you well know the PMG has stated that in August 2013, Saturday delivery will cease. This may put your job in jeopardy.

The Union is holding a rally that will be held on Sunday March 24th at 2PM. The rally will be held at 316 Markwet Street in Philadelphia.This is the location of the first Post Office in the United States.

Do your best to attend this rally. Don't just sit there and let other people do all the work. If delivery of mail on Saturday does come, it WILL effect your job. It is now time to step up and tell your congressman to stop the PMG from taking your job.
